The Victim Compensation Fund defines the NYC Exposure Zone as the section of Manhattan south of Canal Street running from the Hudson River to the intersection of Canal Street and East Broadway, north on East Broadway to Clinton Street, and east on Clinton Street to the East River. The zone also includes any area related to or along the routes of debris removal, such as barges and the Fresh Kills landfill.

What is the WTC Victim Compensation Fund?
In the aftermath of the September 11, 2001 terrorist attacks, thousands of victims died and many thousands more suffered health complications related to the terrible events of that day. In addition to those killed at the WTC site on September 11, millions of workers, residents, volunteers, tourists and rescue workers were exposed to toxic dust following the collapse of the Twin Towers. Thousands of these people have developed serious illnesses.
The Federal government has authorized and funded compensation for those people who suffered from the toxic exposure in their passing of the Zadroga 9/11 Health and Compensation Act. These include people who were caught in the toxic environment on September 11 as well as those who returned to workplaces, schools, residences, medical centers and other physical locations in the months after that date. Specifically, compensation may be available to those present in lower Manhattan, for any reason, between September 11, 2001 and May 30, 2002.
One Law, Two Benefit Programs – The Zadroga Act created two distinct programs with different purposes, budgets, and eligibility criteria.
In their efforts to provide health care and compensation to those who physically suffered from the toxic exposure from September 11, the Federal government passed the Zadroga 9/11 Health and Compensation Act in 2011. The Zadroga Act allocated $2.775 billion to a Victim Compensation Fund to compensate sufferers, and an additional $1.5 billion to fund medical treatment and monitor for related injuries.
Victim Compensation Fund (VCF)
- Financial compensation for specific types of loss
- Covers physical injuries and illnesses only (no PTSD)
- More restrictive eligibility criteria
- Claims may be filed until October 1, 2090, but there are important filing deadlines based on individual circumstances.
World Trade Center Health Program (WTCHP)
- Free medical monitoring, treatment, and medication
- Both psychological and physical illnesses are covered
- Less restrictive eligibility requirements
- Larger exposure zone
- Fully funded until 2090
